Cook the pasta in salted water until al dente. Reserve about one cup of the cooking water.
Finely chop the onion and sauté it in olive oil until softened.
Add the ground meat. Season with salt and pepper.
Add the sliced celery and sauté it together with the meat.
Once nicely browned, pour in the reserved pasta cooking water and stir well.
Add the cooking cream and cream cheese. Season with basil and add the crushed garlic. Let it simmer briefly.
Stir in the cooked pasta.
Serve warm, sprinkled with grated Parmesan cheese.
